Lieutenant Commander (LCDR) Fairley, a native of Prichard, Alabama proudly entered Military Service within the enlisted ranks in September 1987 as a Seaman Recruit. Upon completion of Recruit Training in Great Lakes, Illinois, he reported to Hospital Corps School where he graduated in the top ten percent of his class and was a member of the Color and Honor Guards. In 1988, following the completion of Hospital Corps School and being selected Student of the Month; he attended the Naval School of Health Sciences in San Diego, California for Pharmacy Technician School. LCDR Fairley graduated 5th in his class. That same year, he was assigned to Naval Hospital Orlando, Pharmacy Department. During that tenure, he was promoted to Third and Second Class Petty Officer and earned the lead position in the Honor Guards. In September 1993, LCDR Fairley reported to Field Medical Service School in Camp Johnson, North Carolina. Subsequently, he reported to 2D FSSG 2D Medical Battalion Camp Lejeune, North Carolina where he served with the United States Marine Corps as a Hospital Corpsman, Pharmacy Technician, Leading Petty Officer of Medical Records, Career Counselor, Platoon Leader and participated in various deployments, including a 7-month deployment to Haiti. After completing a four-year tour of duty with the Marine Corps, LCDR Fairley received orders to Naval Ambulatory Care Center, Naval Support Activity, New Orleans, Louisiana in May 1997. There, he earned his Undergraduate Degree in Business Management. He also advanced to First Class Petty Officer and served as Leading Petty Officer of the West Bank Pharmacy and the Leading Petty Officer of the entire East Bank Branch Clinic. Additionally, he served as the Command Drug and Alcohol Program Advisor (DAPA). Prior to departing for Preventive Medicine Technician School (PMT) in San Diego, LCDR Fairley submitted an Officer’s package for the Medical Service Corps In-service Procurement Program. While attending PMT School, he was notified of his selection into the United States Naval Officer, Medical Service Corps. LCDR Fairley proceeded to Officer Indoctrination School (OIS) in Newport, Rhode Island, where he was selected to serve as the Class Adjutant for 61 Officers. That role included teaching students how to march and execute all military movements in ranks. LCDR Fairley also graduated with physical fitness and military distinction. In March 2001, his first assignment as a Naval Officer, LCDR Fairley was relocated with the Marine Corps to 3D Fleet Service Support Group (FSSG), 3D Material Readiness Battalion, Medical Logistics Company, Okinawa, Japan as the Executive Officer. He served in that capacity for 2 years and spear-headed numerous Class VIII (medical and dental supplies) short-fused critical requisitions to the Warfighter downrange. He deployed several times, which included a placement to South Korea in support of Ulchi Focus Lens FY-02. Even while deployed, LCDR Fairley’s military bearing and uniform appearance was still recruit poster ready. In 2003, LCDR Fairley’s next assignment was Deputy, Materials Management Department at Naval Medical Center, Portsmouth, Virginia. He held that positon for 2 years then volunteered for a 7 month deployment to Kuwait. Upon his return to Portsmouth, LCDR Fairley was assigned as Department Head, Operating Management, where he served for 11 months. In 2006, LCDR Fairley was “hand selected” by the Commanding Officer to be the Department Head, Materials Management at Naval Hospital Beaufort, South Carolina. He led six multi-functional divisions providing the full spectrum of logistics support to Naval Hospital Beaufort and its Branch Health Clinics. LCDR Fairley’s expertise was recognized throughout the Command as evidenced by his Department’s receipt of the Executive Steering Committee’s “Award of Excellence”. He also led the Color Guards performances every Friday during Colors. After a very successful tour at Naval Hospital Beaufort, LCDR Fairley was transferred to the Office of the Assistant Secretary of Defense (OASD) Health Affairs/TRICARE Management Activity (TMA). This was a Joint Staff Duty where the mission was to support medical readiness of the Armed Forces and provide healthcare to 9.5 million beneficiaries. LCDR Fairley was the Program Manager, Medical Logistics, where he managed and directed the negotiation, award, modification, and termination of healthcare contracts for the Office of the Chief Medical Officer. He completed numerous high profile projects with impressive logistics acumen. LCDR Fairley also mentored several TMA Summer Hires, engraining the young High School and College employees into the daily TMA operations. Through his tutelage, the young Summer Hires were able to provide support to the highest levels of TMA and they also participated in a high visibility Lean Six Sigma Project. In September 2010, LCDR Fairley received orders to the Gulf Coast Multi-Service Market Office at Keesler Air Force Base, Gulfport Mississippi. He was responsible for creating new market initiatives for consideration by the Senior Market Director and other Medical Commanders within the market. This included but not limited to potential integration of medical services primarily between Keesler Medical Center and the Veterans Affairs (VA) Gulf Coast Veterans Healthcare Services, Biloxi, MS. LCDR Fairley also led the enlisted Airmen in several military ceremonies, which promoted physical fitness, dedicated drill training and effective leadership. After another very effective tour of duty, LCDR Fairley was next assigned to Naval Hospital Pensacola as the Department Head, Materials Management. A position he held in July 2013 until his retirement in 2015. Seeing challenges outside of the Medical Service Corps, LCDR Fairley took on the role as NJROTC Senior Naval Science Instructor at Pascagoula High School in 2015. His Panther Company has been awarded the Distinguished Unit or Unit Achievement every year of his tenure. His Military Decorations includes the Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (4), Navy and Marine Corps Achievement Medal (4), and various unit, service and campaign awards. He has also had the honor of being named “Sailor of the Year”. Lieutenant Commander Fairley and his wife Erica, have two College Children (Sebastian and Ashtyn).
